Go to View > Character Encoding (or Encoding in IE) settings in your browser and choose Japanese EUC-JP.
If it still doesn’t work try other encodings.
Or try Tools > Options > Advanced > Languages (Firefox) or Tools > Internet Options > General > Languages button (IE) and add Japanese.
There should be no problem displaying Japanese text if you added Japanese in your Regional Settings.
